Verizon not planning on offering standalone WiFi service via payphones. The price tag of $2,000 - $12,000 per hotspot seems a bit steep, but I guess there’s a fair amount of ruggedizing needed.

I think that it has more to do with wanting to get customers into their other services, and I think their plan will work pretty well. I don’t care much about who I get access from, so switching to Verizon from Comcast is option to consider. I think that it’ll be difficult for the cable companies to compete with this.
